To determine the amount of rise or drop in a ball mount that you will need to tow a trailer level there are a couple of measurements needed. First make sure the trailer is on level ground. Use the jack to make the trailer level then measure from the ground to the bottom of the coupler.

It sounds like you are describing the Titan Chain # TC1130 which use the ladder pattern as is shown in the attached picture.
These are Class S compatible chains but you will want to make sure to follow any instructions in your owner's manual regarding snow tire chains as well.
